HCES Fundraising Policy
Harford County Education Society (HCES) welcomes and supports all organizations whose goal is to provide the community with religious, social and educational services. All organizations must complete the fundraising application and HCES reserves the right to accept or decline any application.
Any approved organization must be registered as a tax-exempt non-profit organization. The conductor of the fundraising must adhere to the Islamic ethics and etiquettes as well as the Imam's instructions.
The following guidelines must be adhered to:

The following guidelines must be adhered to:
- Multimedia tools can be used given that they are provided by the conductor.
- Multimedia material must be free of any type of music, offensive images or wording according to the Islamic tenets or the public decency.
- Conductor can request people to support the project or the organization provided that he does not solicit specific amounts in an auctionary style.
- During Khutbat al Jumu'ah, conductor cannot promote his organization, but can speak about his purpose after the prayer in no more than ten minutes.
- The approved organization must provide its own collection boxes and volunteers. All cash amounts must be submitted to HCES upon receipt and HCES will write a check in the same amount to the organization.
- HCES is not responsible to follow up or collect any pledges.
